The first step in finding the cause and solution for this error code is to ensure the modem is working properly. First of all, check to see that there are no other programs currently using the modem. Performing a clean boot may identify any third party applications or start-ups that may be the cause of the error.
Check to see that the correct modem is installed, if not, remove the current modem, restart the computer, install desired modem, then restart again. If that does not work, check and make sure that the latest modem drivers are installed. You may also want to reset the TCP/IP components. If the modem is not dialing and attempting to make a connection, see if the modem is installed properly. Performing a power cycle fixes many connection issues, this is done by turning off the computer, then router, then modem, in that order, waiting a minute in between each step. Then the cables are disconnected, the reconnected and each device is turned back on in reverse order again waiting a minute between each device. Making a new connection may solve this issue using the network connection wizard. On the Network Connection Type screen, choose ‘Dial-up to the Internet.’ When the wizard launches, choose to set up Internet connection manually, or connect through a LAN. Next, select to connect through a phone line and a modem. Finally, enter your username and password, then create a name for the connection.
Anti-virus software can interrupt modem connectivity, so be sure to try disabling it to see if that solves the problem.
Some Internet Service Providers have connections that only allow certain computers to connect, so if all else fails, you may need to contact your ISP to determine if that is the cause and if so, have them assist you in setting up the computer to connect.
